The Imperial City Planning Commission voted 3-0 on May 28, 2025, to recommend that the City Council approve a conditional use permit to allow off-sale alcoholic beverage sales and gasoline dispensing at a proposed Circle K convenience store at 1400 North Imperial Avenue (APN 063-314-004).
City planning staff presented the request as a conditional use permit (CUP 2502) for a site on the southeast corner of SR-86 and Neckarobe within the city’s commercial zone. “The project was reviewed by the development review committee and developed a set of conditions of approval,” the staff member told the commission, and recommended adoption of Resolution PC 2025-06 subject to those conditions.
Staff said the site layout meets the city’s circulation and parking requirements, supports safe vehicle movement including field deliveries and emergency access, and qualifies for a Vehicle Miles Traveled (VMT) exemption as a local-serving commercial use. Staff also said the project is categorically exempt under the California Environmental Quality Act (CEQA) Section 15303(c) (construction or conversion of small structures).
The agenda listed Paul Najjar as the applicant; a representative noted in the record said they were appearing on behalf of IHA and developers also participated remotely by Zoom. No written public comments were received in advance and no opposing public testimony was offered at the hearing. Commissioners asked routine operational questions; staff and the applicant’s representative said the larger nearby infrastructure project north of the site provides traffic and utility improvements that will serve the convenience store as well.
A motion to recommend approval of Resolution PC 2025-06 (approving CUP 2502 for Circle K) was made and seconded; the motion carried 3-0. The recommendation will be forwarded to the City Council for final action. Conditions of approval established by the development review committee remain part of the record and would be enforceable if the council adopts the CUP.
