Board appoints two members to Citizens Bond Oversight Committee to meet audit requirement

The Benicia Unified School District Board of Trustees on May 29 appointed two community members to the Citizens Bond Oversight Committee (CBOC), voting to add Dr. Gosemite Moss and Kelly Hewson to the panel so the committee meets the minimum quorum requirement.
District staff reported they received six applicants for open seats and that two other seats remain vacant; the appointments were presented so the district could meet California audit expectations for the committee.
Roxanne (district staff) told trustees that of six applicants, one was ineligible because of a district contract and another applicant’s eligibility would last only one year; staff recommended two applicants based on experience and fit. Board discussion noted the district must have at least four members to constitute a quorum and complete the CBOC’s required work.
An auditor-related deadline prompted urgency. "We have the month of June to become compliant or we have an audit finding," a district staff member said, explaining that having a committee and a meeting in June would avoid a more severe audit finding.
Trustee Manasi moved to approve the appointments; the motion passed with board consent. Trustees asked staff to continue outreach to recruit two additional members (a business representative and a tax professional) and to clarify whether the bylaws permit adding at-large members without re-advertising.
The appointments put the committee in place to hold its required meetings; staff said they would reissue recruitment if needed to fill the remaining seats.
