Council members noted that staff (including Stan, Stephanie, Earl and John) had reviewed the changes in previous meetings and that the redline edits were incorporated into the draft before adoption. The ordinance replaces the relevant sections in full, rather than issuing piecemeal amendments, to simplify administration and enforcement.
