Otter Creek CUD elects officers and appoints treasurer, clerk
Summary
At its annual organizational meeting the Otter Creek CUD elected Laura Black as chair, named Larry as vice chair, approved an executive-committee slate, appointed Laura Black as clerk, and approved Anna Marie Baruko (Rutland Regional Planning Commission finance assistant) as treasurer beginning July 1, with Jackie Savala named interim treasurer.
During the annual organizational portion of the meeting the governing board completed officer elections and appointments.
Laura Black accepted the nomination and was approved as chair by voice vote. Larry (board member) was nominated and approved as vice chair. The board approved an at-large slate for the executive committee: Mike Small (one-year term), Peter Werner (one-year term), Chris Custer (two-year term) and Leslie Cadwell (three-year term); the slate was moved and approved by voice vote. Laura Black was nominated and approved to serve as clerk.
The executive committee appointed Anna Marie Baruko (identified in the meeting as the Rutland Regional Planning Commission finance assistant) as the district treasurer beginning July 1 through May 20, 2026. The executive committee also appointed Jackie Savala as interim treasurer to serve until July 1. Motions to appoint both treasurers were moved and seconded and passed by voice vote in executive-committee action reported to the governing board.
Board members noted the executive committee had a quorum for the treasurer appointment. The chair said Rutland Regional will handle check signing per statutory guidance and that a staff person will be assigned to the treasurer role under the memorandum of agreement.
