Otter Creek to sign memorandum making Rutland Regional Planning Commission treasurer starting July 1

The Otter Creek Communications Union District chair said she plans to sign a memorandum of agreement with Rutland Regional Planning Commission that will make Rutland Regional the district's administrative treasurer, with services to commence July 1.
"So, I invite discussion, but and and any objections, but I intend to sign that memorandum either tonight or tomorrow morning," Chair Laura Black said during the meeting. She said the final draft is substantially similar to a version the board approved in March and that the main changes are the July 1 start date and naming the staff person who will be assigned as treasurer. The chair also said Rutland Regional will be the sole signer of checks "as they alerted me to the statute" assigning that responsibility to the treasurer.
Board members said they expect to adjust internal financial procedures to accommodate Rutland Regional's role; the recently approved bylaw amendment will require the executive committee to preapprove periodic operational costs before the treasurer issues payments. The chair said the signed memorandum will be shared with board members via the organization's shared drive once executed.
Board discussion did not include a separate recorded vote to execute the memorandum; the chair stated the intention to sign and Rutland Regional indicated readiness to sign as well. No contract start-up problems were reported; members asked that the executed agreement be made available for review.
