Representative McGuire, sponsor of the amendment, said the bill "requires departments that issue permits... to report when those permits are not concluded after 90 days." He explained the amendment limits the reporting burden by requiring summary counts of permits delayed into bands (e.g., 60 days, 120 days, 180+ days) and a summary of reasons for delays — rather than listing every delayed permit individually. The amendment also postpones the first report by one year so agencies would begin collecting data prospectively rather than reconstructing historic records.
Committee members said the changes were intended to produce a shorter, more usable report and that affected departments (notably those issuing construction and driveway permits) indicated no additional appropriation was required with the amendment. The committee adopted amendment 2 2 8 2 by voice and then voted 24–1 to advance the bill as amended.
The committee discussed consent placement; sponsors noted money had been removed from the bill and that the measure could go on consent. The bill will proceed with the new summary reporting format and the delayed start date for the first report to reduce administrative burden and clarify delay categories.
