Council approves $286,000 paving of East San Luis Community Park parking area; mayor abstains

The San Luis City Council on May 28 approved contracting Gutierrez Canales Engineering to pave approximately half of the parking area at the East San Luis Community Park, authorizing a budget transfer and a waiver of formal purchasing procedures to allow work before the fiscal year end.

Public‑works and council members sponsoring the item said funds remain in the current fiscal year that can be used to complete the work before June 30. Council member Liz Cabrera described the project as a way to advance a long‑planned East Park phase and said a contractor was available to perform limited work in time to use current‑year funding.

Council member Maria Cecilia Cruz moved to approve accepting construction services from Gutierrez Canales Engineering for an amount not to exceed $286,000, including a budget transfer and a waiver of formal purchasing procedures; the item passed with one recorded abstention. Mayor Nieves Radell stated on the record that she would abstain because she received the agenda material about 24 hours before the meeting and did not have adequate time to review it.

Public‑works staff said the contractor could begin work immediately and finish before the end of the fiscal year if the contract were approved; staff will return with implementation details and project timing.
