The San Luis City Council voted to buy a procurement and contract management platform from OpenGov, purchasing the system through a reseller and authorizing associated budget transfers.
Roland Valencia, director of finance, introduced the item and described the city’s decentralized, largely paper‑based procurement process. He said the city currently relies on manual purchasing procedures that pose compliance and tracking challenges. Ryan King, an OpenGov account executive, gave an overview of the platform’s features, including centralized solicitation templates, automated RFP tools and vendor outreach that OpenGov said would broaden vendor participation.
King provided a multi‑year fee estimate during his presentation: for fiscal year 2025 he quoted $40,050, for FY26 $35,000, FY27 $36,100 and FY28 $30,800 (estimates, including taxes). Finance staff asked council to approve a three‑year service agreement and a budget transfer to cover implementation and the first year of service.
Council member Liz Cabrera moved to approve the purchase and authorize the budget transfer; the motion passed unanimously. Staff said the software will centralize procurement and contract tracking and that OpenGov will provide vendor and customer support at no additional charge.
The council did not vote on implementation details during the meeting; staff said they will return with standard contracting steps and an implementation timeline.
