The special magistrate found the homeowner at 916 Shorecrest Ave in Deltona in violation of the city building-code permit requirement for multiple accessory structures and concrete flatwork and ordered the owner to obtain required permits within 90 days.
Todd Mead, reading the case for the investigating officer, said the city had documented three unpermitted items: a shed (accessory structure), a wooden pergola, and concrete flatwork behind a fence. Mead cited the City of Deltona ordinance adopting the Florida Building Code (section 105.1) and said the property received a notice of violation and was given until March 1, 2025, to comply; no permit applications had been submitted as of the hearing.
Homeowner Shamryn Taylor told the magistrate she has tried multiple contractors and paid a contractor who then became unresponsive; she said two contractors scheduled to visit had not shown and that she had one company agreeing to come next week. Taylor said she did not realize the pergola required engineering drawings until she met with staff.
The magistrate said the number and type of structures justified more time and set a compliance deadline of 4 p.m. on Aug. 26, 2025 (90 days). The order imposes a fine of $50 per day for each violation for each day the violation continues past the compliance date, and the respondent was ordered to contact the code compliance inspector to verify progress.
The magistrate encouraged Taylor to begin work promptly and to remain in contact with Officer Todd Mead or the assigned inspector, Bashir, to document progress. No permit applications had been recorded in city files at the time of the hearing.
