The Marlborough City Council unanimously approved an amendment to a special permit on May 19 that allows Green Meadows Farms LLC to operate a co‑located medical marijuana treatment center and an adult‑use marijuana retail establishment at 239 Boston Post Road West.
The council's decision revises the original special permit to explicitly permit both a medical marijuana treatment center and an adult‑use retail operation at the same address, subjects the project to the city's sign ordinance, and sets security and operating standards.
Key permit conditions include a requirement that the facility maintain “a secure entrance waiting area” with security personnel during operating hours, an internal access policy limiting interior areas to qualified patients and caregivers for the medical portion, and a secure pickup/drop‑off area. The council also set maximum hours of operation: Monday–Saturday, 9 a.m.–11 p.m.; Sunday, 10 a.m.–9 p.m. The decision further allows the applicant to open one portion of the business (medical or adult use) upon receipt of the necessary local and state permits without being required to operate both simultaneously.
The Urban Affairs Committee had recommended approval; the council read conditions into the record and then voted 9–0 to adopt the amendment. Under the decision, the applicant must record the amended special permit at the Middlesex South Registry of Deeds after the appeal period and before applying for a building permit.
The amended permit retains all other conditions from the original special permit and requires compliance with state licensing and local zoning provisions referenced in the decision.
