Commission approves budget amendments; $500,000 school award and sheriff staffing cuts discussed

County commissioners approved three budget amendments unanimously and heard updates from the budget and finance committee as county leaders weighed a large school award and public safety staffing changes.

The commission approved the bundled budget amendments by an electronic vote that registered 15 yes and 0 no. Commissioners were told the amendments include a $500,000 award to the public school system tied to student performance under the new grade-level system, a senior center allocation from reserve funds, and other small adjustments. The vote followed budget hearings held May 12'15 and additional committee meetings.

The budget and finance committee members told the commission the $500,000 award came via the state General Assembly because a majority of the county's schools received high marks on the new rating system. Commission members said they will circulate detailed budget documents on request; the precise fund sources and line-item changes were described in the packet materials on pages 25'27.

Commissioners and staff repeatedly warned that the overall county budget negotiations remain active and could require additional revenue. Commissioner Dooling noted there is a "likelihood of a possible tax increase" to cover the proposed budget if other options are not found. Commissioners were urged to attend remaining hearings to remain informed before final votes.

The sheriff told the commission he had offered to remove vacant positions from his budget to help balance county finances. According to the budget discussion, two positions previously identified in department budgets (referred to in the packet as positions in codes 101 and 111) were removed; the sheriff later offered to reduce additional positions. He also warned that recruitment and pay remain problems for the department and that empty patrol vehicles are sitting unused because of unfilled posts.

County staff and committee chairs reiterated that no raises had been finalized in the draft budgets presented to date and that budget work remains ongoing. Multiple commissioners encouraged their colleagues to review hearing materials and attend future sessions. A steering/committee scheduling note moved a June budget hearing to 6 p.m. on June 3.

No substantive public testimony on the budgets was recorded during the commission meeting. Commissioners will consider final budget votes at a future meeting after remaining hearings and outreach are concluded.
