Village pursuing Vine Street master plan; CIC properties to be included in grant work

Village staff told the Saint Barn CIC on May 27 that the village is pursuing a small planning grant to create a master plan for the Vine Street Corridor, and that several CIC-owned parcels would be part of the study.
Taylor (last name not given) said the village interviewed two qualified firms with different approaches but similar outcomes: a review of the Heritage Hill District focused on zoning, parking and land use, and ensuring the village has “guardrails in place” so private redevelopment aligns with village goals. Taylor noted the village’s last plan dated from 1998 and described the work as an opportunity to “cast a vision for the Heritage Hill District.”
Taylor said either consultant team would engage broadly with the community, including the CIC, residents and businesses, and that the plan would help the village prepare for increased private development interest by updating zoning and related codes.
No firm selection was announced; staff said a decision is pending and that outreach and stakeholder engagement would follow once a consultant is chosen.
