Public Works Director and Town Engineer Sean Knapp presented the engineer’s report for the Town of Moraga Street Lighting Assessment District (established 1979) at the May 14 meeting and asked council to declare the town’s intention to levy and collect assessments for fiscal year 2025–26.
Knapp said the district currently levies $58 per single‑family equivalent, a rate that has been unchanged since fiscal year 2030, and that staff proposes keeping that rate for 2025–26. The estimated FY 2025–26 budget in the engineer’s report is approximately $286,400, with an expected revenue shortfall to be covered using the district reserve. Knapp noted the district’s assessment ordinance includes an escalator that could raise the annual per‑parcel assessment to as much as $90 without a separate voter ballot, though staff did not propose such an increase at this time.
Councilmembers asked about which neighborhoods are included in the district and why some areas—primarily semi‑rural streets or those that never voted to join—remain outside the assessment. Knapp explained that inclusion historically required property‑owner ballot approval and that some neighborhoods chose not to join, so those streets do not receive district-funded street lighting.
Council approved a motion to adopt the resolution approving the engineer’s report, declare intent to levy the assessment and set a public hearing for June 25, 2025. Staff said the required notices and a formal public hearing will follow the town’s public-noticing requirements.
