Meeting leaders announced they would wait approximately five minutes to see if a quorum could be reached. At 8:05 a.m. the meeting remained one member short of quorum, and the board continued with discussion-only items; no motions, votes or formal actions occurred during the recorded portion of the meeting.
Because the group lacked a quorum, any substantive decisions or formal actions were deferred pending a future meeting at which a quorum is present.
