Council approves higher administrative limit for Fort Carson construction contracts under IGSA

The Fountain City Council on May 27 approved a resolution to expand administrative authority for construction contracting under the city’s Intergovernmental Support Agreement, allowing the city manager or his designee to approve up to $5 million in IGSA‑related construction work without returning to council.
City Administrative Services Director John Trilch explained the IGSA mechanism and the reason for the request. “Our intergovernmental support agreements are a federal legislative mechanism that allows local communities like Fountain to provide services on military installations,” he said, and added the city has three agreements with Fort Carson, including a general facility construction IGSA approved by council in 2021.
Trilch told the council the program has grown; last year the city performed about $1 million in work on post and already this year it has delivered about $2 million in services. He said Fort Carson and the city have a mutual goal of scaling to $5 million in construction services, and the resolution authorizes administrative approval of contracts for that IGSA so projects can be delivered more quickly.
Financial and procedural detail: Trilch said the work is reimbursed by Fort Carson and that the city recovers overhead and management fees. He cited current revenues from the program of about $174,000 deposited into the general fund for roughly $2 million of services to date and forecasted more than $400,000 in revenue if the $5 million target is reached. The 2025 budget already includes $3 million to support the IGSA activity; additional budget requests would be brought forward later if the volume requires it.
Council action: Council member Herzberg moved to approve resolution 25‑015; Council member Hinton seconded. Mayor Pro Tembrick voted yes and the clerk recorded a 7‑0 vote in favor. Trilch emphasized the authorization applies only to contracts under this specific IGSA and not to citywide contract authority.
Why it matters: the IGSA work is intended to speed delivery of projects on Fort Carson compared with federal contracting timelines. Trilch noted the city can deliver proposals in as few as 11 days versus several months under standard Army contracting. The contracts are reimbursable federal work and produce overhead revenue to the city while supporting the military installation.
