Council approves land‑use change to allow docks in Urban Village as special use

Bradenton — On second reading May 28, the City Council adopted Ordinance 4059 to amend the land-use regulations and list docks and piers as a special use in the Urban Village (UV) zoning district. The council vote was 5-0.
Greg DeLonge, assistant director of development services, told council staff originally proposed docks as a permitted use but the planning commission recommended making docks a special use to allow additional review for commercial properties in the UV district. DeLonge said the Urban Village district surrounds the downtown area and contains a mix of walkable, mixed uses; some properties in that zoning district abut waterways but the code historically prohibited docks there.
Under the change, a property owner seeking a dock in the UV district will need planning commission review and council approval through the city’s special‑use process. DeLonge said there are already a few docks in that corridor, and the amendment cleans up an inconsistency in the land-use table by shifting docks from the prohibited/permitted column into the special-use column for the UV district.
During the public hearing there were no speakers. Councilmember comments focused on whether special-use review was the appropriate safeguard; Councilwoman Moore said she preferred the special-use route so potential unintended consequences could be examined. The council voted to adopt the ordinance on second reading with the special‑use language.
The ordinance text as presented references Chapter 3, district regulations, section 3.2 and schedule 3.2.0.1/0.2 of the City of Bradenton land-use regulations. City staff will make the codification edits needed to reflect the change.
