Councilors weigh reducing weekly finance meetings, adding monthly workshops to speed policy work

Council members discussed a proposal to change meeting structure: reduce weekly finance committee meetings to twice a month and add a scheduled monthly workshop for the full council to have earlier, less formal policy discussions.

Supporters said scheduled workshops would let councilors address complex policy items, improve public notice of topics, and reduce the need for ad hoc committee meetings. Opponents noted legal and clerk-office workload constraints tied to formal council meetings and publishing requirements.

A member who proposed the change noted that some weeks the finance committee meets primarily to sign warrants and suggested moving to a second-and-fourth-Friday or to a model with a “workshop the first Monday” and a council meeting the third Monday. Another councilor said holding a predictable workshop would “be much clearer to the public” and could allow more councilors to hear issues earlier in the process. The group discussed examples: the village partnership initiative, which staff characterized as an early-stage infrastructure planning item potentially involving tens of millions of dollars and a city match. Several councilors said that bringing major items to a workshop first would surface cross-cutting impacts and reduce surprises at formal votes.

Staff cautioned that converting or adding formal council meetings carries publication, agenda and legal timelines that increase the clerk's office workload; a workshop would be less formal but still televised and public. Councilors proposed returning with language options for rules changes and said staff would research other towns' approaches and present recommendations at a late-June strategy session and potentially on a July agenda.

No ordinance change or formal vote was taken; councilors directed staff to prepare options for committee frequency and a workshop schedule for further consideration.
