Board approves no-cost MOUs for student mental-health navigation and substance-abuse group services

Trustees approved Memoranda of Understanding with McKinley Children's Center and the Happier Life Project, both to provide services at school sites at no cost to the district while billing Medi-Cal or other public programs for reimbursable services.
The Snowline Joint Unified School District board approved two Memoranda of Understanding to bring additional behavioral-health services to school sites at no cost to the district.
Alan Miller, speaking for the administration, summarized each agreement. McKinley Children's Center will provide enhanced care management for families covered by Kaiser and Molina; the program will place a lead care manager to coordinate services out of the Student Intervention/Support office and will bill Medi-Cal for reimbursable services. "There is no cost to the district as the company will bill Medi-Cal for the services," Miller said.
The board also approved a memorandum with the Happier Life Project to provide drug- and alcohol-education and anger-management group sessions for students and parent engagement presentations. Miller said those services will be billed under the Children and Youth Behavioral Health Initiative (CYBHI) or parents' insurance; the district will not incur program costs. He told the board the MOU expands resources beyond the district's existing tobacco-prevention (2toPay) classes and social-work services and is intended to help address fighting and drug use on campuses.
Both agreements drew no-cost-to-district language and were approved unanimously. Ending: trustees directed staff to monitor outcomes and data from the new partners and to report back on utilization and program effectiveness as part of regular student-support updates.
