Board approves Daystar contract for continued Centennial sump-line work in multiple locations

The Westfield Board of Public Works and Safety approved a contract proposal with Daystar for additional sump-line drainage work in the Centennial neighborhood, staff said, covering about 900 linear feet across four locations.

"This proposal this year is significantly under our budgeted amount," said West Rood, the city's stormwater coordinator, describing the work as roughly 900 linear feet in four locations. Rood told the board the installation is highly customized rather than engineered to a single design and that the city has adjusted its construction standards in response to the neighborhood's issues.

Rood said the city is "well over halfway" through correcting drainage problems in the neighborhood and that Daystar is "exceptionally familiar" with the area because of its long-standing working relationship and prior trial-and-error installations over the last decade. He said the city continues to solicit bids but that the custom, field-based nature of the work limits competitive responses absent engineered plans.

Board members asked how the city coordinates with homeowners associations and property owners; Rood said the work is meant to be a permanent solution and that HOAs are asked to manage street trees per covenants. He added the city often aligns sump-line repairs with planned resurfacing so pavement cuts are minimized and repairs occur before street resurfacing, an approach he credited to collaboration with the resurfacing program.

The motion to approve was made, seconded and passed by voice vote with "Aye" recorded.
