Board approves property transfers to correct deed errors, transfer RDC parcels near Park Street

The Westfield Board of Public Works and Safety unanimously approved two resolutions aimed at correcting prior deeds and transferring city property to the Redevelopment Commission (RDC).
An economic-development staff member told the board the first action is "basically just correcting an inadvertent error in a legal description." The city will accept the portion of property conveyed in error back from the CDC at no cost. The board approved the resolution (listed in the meeting as resolution 25-128) to formally accept that property interest so the public record matches the corrected legal description.
The second resolution concerns an intergovernmental transfer of two parcels at the far west end of Park Street, just west of the library, to the RDC pursuant to "36 1 11 8" as discussed in the meeting. City staff said the parcels were originally acquired as excess right-of-way from the state Department of Transportation when US 31 was in design. Under a development agreement entered in 2018, the parcels are to be transferred to the RDC and consolidated with adjacent tracts to create a single developable parcel; staff said the developer has fulfilled the obligations under the original agreement.
John Veil described the two parcels as a triangular and a trapezoidal piece at the dead end of Park Street and said the transfer is a step toward creating a continuous developable parcel west of the library. "Those parcels originally were acquired for the US 31 construction by the Department of Transportation," Veil said, describing how the city obtained the parcels through NDOT's disposal-of-right-of-way process.
Both resolutions were moved, seconded and passed by voice vote; the chair recorded "Aye" for each action and declared the motions carried. The board's acceptance of the returned property and the intergovernmental transfer were presented as routine steps to align deed records with past development agreements and to support an ongoing redevelopment plan for the Park Street west end.
