Parowan City approves larger annual budget for arts program after two years of events

The Parowan City Council on May 29 approved a budget increase for the Parowan Art Program, raising its annual operating allocation from $2,500 to $4,000.
Steve Decker, who presented the program's second-year report, told the council the city's operating cash has produced a larger program value when combined with in-kind contributions and a Utah Arts and Museums creative-aging grant. Decker said the program's events average 16 attendees for the Third Thursday series and that evaluation ratings average 4.8 out of 5.
Decker asked the council for an additional $1,500 to expand programming. He said the art program has leveraged the city's cash allocation into roughly $13,000 in event value through grants and in-kind support and noted about 2,500 participants in city arts programs to date. The council asked city staff about the budget impact; staff described the request as an operational (ongoing) budget change rather than a one-time appropriation.
Council members asked about future grant prospects; Decker said the creative-aging grant (for residents 55 and up) is uncertain for future cycles because of federal funding changes. After brief discussion, a council motion to approve the Parowan Art Program budget request carried by voice vote.
Council members and the mayor also thanked Decker and the volunteers and mentors who run city arts events. Decker said murals and care for publicly sited artwork are not part of the $4,000 request and would require separate funds if the city wanted to expand those efforts.
