Metropolitan Council authorizes joint-powers agreement to buy five transit vans to lock in price

The Metropolitan Council on May 28 authorized the regional administrator to negotiate and execute Joint Powers Agreement 251057 with the state of North Dakota to enable purchase of five Ford Transit vans for Southwest Transit Prime service and to lock in current contract pricing.
Council member Johnson told the council that Minnesota Statutes section 471.59 permits two or more governmental units to enter into joint powers agreements, including with another state. Johnson said having the joint-powers agreement and the council’s separate procurement approval in the same meeting would allow the purchase to proceed before a potential contract price increase on June 1.
The transportation committee had approved the underlying procurement on May 12. The council record notes a not-to-exceed amount of $650,000 for the five vans, consistent with the transportation committee budget approval. The motion to authorize negotiation and execution of the joint-powers agreement was moved, seconded and carried.
No roll-call vote was recorded in the meeting transcript. Staff said the approvals will permit procurement under the existing North Dakota contract rates budgeted at the transportation committee level.
