District staff propose regulation to codify when board members participate in constituent meetings

District staff presented a new regulation labeled 0.3 r1 to codify existing practice for when a board member should attend a meeting with the superintendent or board president and how summaries of those meetings will be handled.

"We just wanted to have it written down because it's practice we're using, and we think it's also been effective," a district staff member said, describing the regulation as a transparent record of how the president and superintendent have handled requests for board-member attendance.

The regulation is intended to limit its scope to a narrow set of circumstances that may later require the board to act in a quasi-judicial capacity (for example, student-discipline or personnel matters). Staff repeatedly said the rule is not meant to stop board members from hearing constituents informally.

Committee members discussed the summary process for meetings involving multiple board members, asking who is responsible for preparing and distributing the summary and whether summaries are subject to public-records requests. Staff noted the regulation references Iowa Code chapters 21 and 22 and said summaries could be redacted as required by law.

Board members suggested adding guidance to direct constituents back to appropriate administrators when issues are routine and to limit substantive discussion of investigatory or disciplinary matters. Staff acknowledged the need to ensure summaries are produced "with fidelity" and suggested the person attending would prepare and forward a summary to the full board.

Committee members agreed to flag the regulation for further discussion with the full board; staff said they would circulate the draft and include an adopted date when the policy is finalized.
