Council awards $314,804 emergency water-main repair contract for Oak Park Road

Public Works Director William Witkoff briefed the council on an emergency water-main repair on Oak Park Road and recommended the council award an agreement to JD Ziggy Ziggyo Construction Inc. for an amount not to exceed $314,804.

Witkoff said the project replaced roughly 750 feet of 8‑inch water main, installed two new fire hydrants, eight isolation valves and 12 water services. He explained the work was declared an emergency after five pipe breaks occurred in an 18‑month period and because portions of the prior main ran across private front yards, repeatedly requiring crews to disturb landscaping, driveways and retaining walls.

"We had 5 breaks in 18 months in that area," Witkoff said, describing the repeated damage, and added that the old alignment ran through private property and was abandoned in place where practical to avoid further homeowner disruption. He said staff began work in November 2024 and completed the major elements of construction in February 2025, with planned pauses around the holidays to reduce neighborhood impacts.

Councilmembers asked about pipe longevity; Public Works staff said the material installed (C909-style PVC) is expected to last multiple decades (staff estimates ranged from roughly 40–60 years depending on material). Councilmember Michael asked about resources for private-property leak identification; staff said the city can provide meter-side checks and recommended private contractors such as Waterwise or other vendors as appropriate.

The council approved the staff recommendations and the contract award by a recorded vote (motion by Mr. Alois; second by Mr. Thompson); the motion passed 5–0.
