Council approves Growth Management Act periodic-update work plan, public participation plan

The Sunnyside City Council unanimously approved a two-year work plan and public participation plan on May 27 that lays out how the city will meet Washington State Growth Management Act (GMA) periodic-update requirements by June 30, 2026.
Planning consultant Joseph Calhoun of HLA Engineering and Land Surveying told the council the package includes tasks to analyze population and housing allocations, perform a land-capacity analysis and update the city’s comprehensive plan, development regulations and critical-areas ordinances. The project is funded by a $125,000 grant from the Washington State Department of Commerce, Gonzalez said.
Calhoun said year one (fiscal year 2025) focuses on research and analysis — including checklists developed by the Department of Commerce and a land-capacity analysis using GIS — and year two will move to drafting code and plan amendments with redline track changes for transparency. The public participation plan calls for a dedicated project website, open houses, surveys and one-on-one meetings to solicit input.
The planning commission reviewed and recommended the work plan and public participation plan; the council adopted the resolution approving both documents. Calhoun said drafts will be returned to the planning commission for recommendation and then to the council for final action before submittal to the Department of Commerce for reimbursement.
