Commissioners accept Compass Infrastructure for Stowe Street design; several bridge transfers approved

The Portage County Board of Commissioners approved the acceptance of Compass Infrastructure’s proposal to provide professional design services for the Stowe Street Bridge Improvements and passed several fund transfers to support bridge projects.

The board’s motion to accept Compass Infrastructure’s proposal was recorded and approved by roll‑call; commissioners cast affirmative votes on the record. County staff said the action advances design for the Stowe Street project, which will move into design and procurement following the consultant selection.

Separately, commissioners moved multiple budget transfers: from the motor vehicle and gas tax fund (1201) to project funds for Pioneer Trail Bridge replacement (fund 4269) and Stowe Street Bridge improvements (fund 4270), and other internal transfers to align public assistance and child-welfare accounts. Each transfer was approved by roll call with the three commissioners voting yes.

County staff said the Compass contract acceptance follows the specifications and procurement process and that design work will be coordinated with the county engineer’s office. No project construction contract was awarded at the meeting; the approvals were for design services and budget alignment.

County staff recorded additional routine items — bids, insurance proposal specifications and other fiscal housekeeping — and flagged that the Stowe Street and Pioneer Trail transfers are intended to fund the next steps in design and future construction procurements.
