District to pilot ClearGov transparency tool to present budget visually to public

San Marino Unified’s Chief Business Officer Stephen Choi presented a proposal to adopt ClearGov, a budget‑transparency platform, to make the district’s financials easier for the public to understand.
Choi said he evaluated multiple products and selected ClearGov as the easiest to use and customize. He said the district intends to implement the platform in the fall with the adopted 2025–26 budget and noted ClearGov allows department dashboards, explanatory notes and project pages that can be used to display capital projects and bond‑related information.
Choi provided a preliminary cost estimate: an annual subscription with an initial setup is “about $9,000 a year,” and ClearGov offers optional additional modules for strategic planning and a budget book. The board asked whether the platform includes explanatory notes and tutorials; Choi said it does and that the intent is to “translate and present tools that make it easier… for the public to understand our budget.”
There was no formal procurement vote at the study session; staff indicated they plan to bring a vendor contract or budget amendment for board approval before implementation.
