The Tooele City Planning Commission voted unanimously Wednesday to approve a conditional use permit allowing Tooele City Parks and Recreation to expand parking for Oak Hills Golf Course.
Andrew Agard, Tooele City community development director, told the commission the application would authorize a parking-lot expansion on 1.44 acres at the northwest corner of Vine Street and Drew Bay Road to address chronic overflow from the golf course parking area. "This is an application for a conditional use permit to authorize a a an expansion to the Oak Hills Golf Course parking area," Agard said during his presentation.
Staff recommended approval with conditions in a May 23 staff report. Agard said the project includes a stormwater management facility in the northwest corner, and that the parking-lot design was prepared by the city engineer to meet parking-lot, access-management and landscape standards. "We do not have a landscaping plan at this time," Agard said, noting landscaping must be completed to city code and is listed as a condition of approval.
The item required a public hearing; no members of the public spoke. Commissioner Proctor moved to approve the conditional use permit application (staff file 2025050) "based on the findings and conditions listed in the staff report dated 05/23/2025," and Commissioner Anderson seconded. Commissioners Hammer, Proctor, Sloan, Hamilton, Dunn, Anderson and Chair Robinson each voted "aye." The chair announced the motion passed, 7-0.
The commission’s approval was limited to the use and did not itself approve a detailed site plan or landscaping drawings; Agard said those design details and any required permits would be completed later to satisfy the conditions included in the staff report. Agard also noted the property has historically been used as a gravel parking area and trailhead prior to this formal application.
The commission did not receive or make any other directives to staff related to this item at the meeting. Staff will track compliance with the permit conditions and the approved use going forward.
