Board approves reassessment and penalty abatement for Global Tel Link audit appeal

The Board of Equalization on May 28 approved a petition to reassess unitary value and abate a penalty for Global Tel Link Corporation, following staff review and supplemental information provided by the petitioner.
Jack McCool, chief of the State Assessed Properties Division, told the board the item relates to an audit-escaped assessment the board adopted on Feb. 20 that resulted from a multi-year (four-year) audit. "Petitioner is also requesting abatement of the penalty amount statutorily applied by staff. Global Tel was cooperative through the petition process and has provided staff all the information requested. SAPD has no objection to this abatement request and are in agreement with the petitioner on the recommendation before you," McCool said.
McCool said the original unitary value adopted in 2021 for Global Tel was $7,780,000 and that the audit findings had been adopted by the board in February. The company filed a timely petition within the 50-day appeal window and provided additional documentation that, upon verification by staff, showed certain assets had been disposed of prior to the 2021 roll year. McCool said staff verified the additional information and recommended the reassessment and penalty abatement.
Richard Moon, chief counsel, explained contribution-disclosure rules do not apply to non-appearance consent matters: "The contribution disclosure requirements ... only apply to acuity matters that are pending before the board. And because this is a nonappearance consent, it's not considered, subject to that." The board took public comment (none received) and then voted. Vice Chair Lieber moved to approve the petition; Member Schaeffer seconded. Miss Cicchetti called the roll; all participating members voted aye and the motion passed.
Ending: The board adopted the reassessment and abatement as requested by staff and the petitioner, and directed SAPD to process the reassessment consistent with the board's action.
