City holds public hearing on proposed annexation of 95 parcels in northeast Cheyenne

Mayor Mary Collins and the Cheyenne City Council held a public hearing on a city-initiated annexation proposal affecting 95 parcels totaling roughly 44.56 acres in northeast Cheyenne, generally north of Del Range Boulevard, east and west of Ridge Road and south of Story Boulevard.

Connor White, planning and development staff, told the council the annexation was initiated under Wyoming Statute 15-1-404 and that a resolution initiating the annexation was adopted on May 12, 2025. White said certified notices were mailed to landowners and affected utilities on April 25, 2025, with the earliest confirmed receipt recorded April 28, 2025. He said many parcels are already connected to city water and sewer under outside user agreements and that the area is inside the urban service boundary and designated for mixed-use commercial and urban residential land uses on the future land use map.
