The amendments define excessive animal noise to include repeated and disruptive vocalizations and set enforcement criteria that consider time, duration and neighborhood impact. They also update impoundment redemption provisions to require payment of impoundment fees incurred by the village and by impoundment facilities (for example kennel and medication costs) before an animal is released, and clarify that impoundment fees are separate from any fines for underlying violations.
Trustee Caputo characterized the proposal as “a fair proposal” intended to balance responsible pet ownership with neighborhood tranquility. Trustee Sheehan asked how often the department receives such calls; the police chief replied, “We maybe get a handful a year,” and added that complaints are generally neighbor against neighbor.
The motion to adopt the ordinance amendments was approved by the board. The transcript indicates the motion passed by a vote of 5–2–1. Staff said they will develop public-awareness materials and refine administrative procedures to support enforcement.
