The Zoning Committee held an extended discussion of Bill 37 (2025), a proposed state land use district boundary amendment to reclassify approximately 7.292 acres of the Haleiwa Quadrangle from the State agricultural district to the State urban district. Passage of the state boundary amendment would remove state-level land-use jurisdiction (HRS ch. 205) from that portion of the parcel, enabling the landowner to pursue a city zone change for proposed infill development including approximately 50–56 low-rise apartment units and roughly 30,000 square feet of commercial space.
Jim Hayes of Planning Solutions Inc., representing the applicant, told the committee the parcel is a remnant of bypass construction, has limited agricultural water access, irregular shape and topography, and contains soils and fill that reduce its suitability for commercial-scale agriculture.
