Cleveland: $4.4M ARPA package expanded childcare scholarships, bonuses and boosted provider capacity, officials say

Cleveland City Council members heard May 27 that a $4.4 million American Rescue Plan Act (ARPA) investment in childcare scholarships and retention bonuses helped keep early‑childhood educators in classrooms and opened slots for families, city and Starting Point representatives told the council’s Workforce Education, Training and Youth Development Committee.

The update, led by Starting Point representatives Nancy Mendez and Kara Porter and joined by providers and families, said 370 Cleveland children received ARPA‑supported scholarships, about 1,000 childcare employees received sign‑on or retention bonuses, and the effort increased system capacity enough to serve roughly 2,500 additional children.

The committee was told the program mattered because lack of affordable, reliable childcare prevented parents from returning to work and reduced local tax revenue: Starting Point cited a Northeast Ohio analysis estimating a $114,000,000 loss in tax revenue tied to childcare‑related workforce gaps.
