One member summarized that the committee had been strongly in favor (about 10-to-1 in a straw poll) of removing the fee reduction from transportation funding and that alternatives outside transportation revenues should be considered.
The proposal to delay the effective date was discussed but not finalized; section 8 remains open in the conference text for further negotiation. Staff and members said they would continue discussing possible funding sources and timing before taking a final position.
