Board asks staff to flag MOUs as renewals or new items; to pull a subset for more review

Board members spent an extended portion of the agenda-review meeting reviewing a large set of memoranda of understanding (MOUs) and asked staff for a clearer organization so the board can focus discussion on genuinely new or changed agreements.
Board Member Pat Bradford asked staff to identify which MOUs are identical to last year and which contain new or revised language, saying the board should consider voting in batches rather than reading and discussing a long A-to-Z list during the full meeting. Several board members including Jesse Barnhart and Dr. Tim Merrick said they had not been able to find all MOUs in the board's portal ahead of time and requested timely posting and a clear notation of renewals vs. new items.
Staff committed to provide an email that lists each MOU and marks each as either a simple renewal, a substantive revision or a new agreement. The chair and staff said items that are simple renewals will be kept on the consent/consensus portion of the agenda; items with new language or items the board wants more information on will be pulled for separate discussion.
Board members also identified several items they asked to pull for additional review next week (examples cited during the meeting included MOUs labeled f, g, j, i, u, v and x on the meeting packet). Staff agreed to circulate which items are renewals and which are new and to note those the board has already asked to pull.
Ending: Staff said they would email the board the classification list and that next week the board will take up the items flagged as new or needing additional detail.
