Elyria approves CHIP grant application seeking $250,000 for homeowner rehabilitation

Elyria officials held a public hearing and approved an ordinance authorizing the mayor to submit a 2025 Community Housing Impact and Preservation (CHIP) program application to the Ohio Development Services Agency, with an emergency clause requested because the application is due in June.
Community Development Director Scott said this is the second public hearing for the grant and that staff recommends applying for the maximum $250,000. “After further discussion, we can apply for up to $250,000 with this program. So we would recommend $25,000 go to administration and 225,000 go to the owner rehabilitation activity,” Scott said. Scott told the committees that at those levels the program could “bring an entire home up to code well, 3 to 4 entire homes up to code.”
Scott described the CHIP application process: the city will not accept applications for assistance until after it receives a grant agreement and completes required administrative steps such as environmental review; then the city would open a 45-day application window and publicize it via the city website, social media and utility-bill notices. He said awards are competitive and Elyria can apply for the CHIP program only once every two years; state award decisions are expected in December and the funding would be for 2026 projects if awarded.
The hearing record shows no public proponents or opponents. Committees voted to forward the application and to accept funds if awarded; both committees approved the ordinance by voice vote with the emergency clause requested.
