Finance committee members voted to create a single capital project fund titled the State Issue 2 Capital Projects Fund and to appropriate Ohio Public Works Commission (OPWC) shares to several resurfacing projects.
Finance Director Pulaski said the new fund will group future state Issue 2 awards under one fund, with each awarded project assigned a department inside it. “So it'll be 1 fund, each project will be a separate department under the fund,” he said.
Pulaski listed projects the fund will house, including East River Road resurfacing (East Broad to Lincoln), Gulf Road resurfacing (Hillier to Vista Court), Leona/Owner Street resurfacing (Midway Boulevard to Griswold Road), Murray Ridge Road resurfacing (addresses listed in the packet), and West River Road resurfacing (State Route 57 to Foster Avenue). He said the OPWC typically covers a portion of these projects and that a 25% local share is paid from the municipal motor vehicle tax fund; that local share had already been appropriated.
At the permanent-appropriations stage, the finance director also requested specific OPWC capital outlay appropriations for the listed departments: East River Road ($137,006.40), Gulf Road ($180,042), Leona Street ($88,282), Murray Ridge Road ($132,007.56) and West River Road ($190,004.76). Committee members approved creating the fund and the associated appropriation changes.
Next steps: The city will record awarded projects as departments under the new fund and appropriate OPWC shares to each project; local matching shares will come from the municipal motor vehicle tax fund as previously planned.
