Council approves $1.09 million low bid from GMH Asphalt for 2025 Street and Utility project

The Mound City Council voted Tuesday to accept GMH Asphalt Corp.’s low bid of $1,091,346.93 for the 2025 Street and Utility project and to proceed with the planned bond financing package.
City engineer Matt Bauman briefed the council after the May 19 bid opening and said four bids were received; the GMH Asphalt bid was about 18% below the engineer’s estimate of $1.3 million. Bauman told the council the combined reconstruction and mill-and-overlay contract produced a favorable low-bid result and that projected total program costs including engineering would be about $1.36 million.
Bauman said the financial-management plan for the broader package had a larger stacked value (about $1.64 million) but that with the low bid and estimated engineering the city was “sitting in pretty good shape” financially for the project. The council’s finance director also noted the work would be covered in part by a bond issue that will be one piece of the city’s overall capital financing once park-project bids and other pieces are finalized.
Council member (unnamed) moved to adopt Resolution 25-52 accepting the bid; a second was received and the motion passed by voice vote. No roll-call vote was recorded in the minutes.
The council did not discuss specific construction start dates at the meeting; staff indicated standard contract and bonding procedures will follow award and that the project is part of the city’s 2025 capital program.
