The reports, presented by city staff, are intended to form the baseline for the city's consolidated action plan to the U.S. Department of Housing and Urban Development (HUD). KJ (staff member) told the council, "We did hold a 30 day comment period for the public. We did not receive any comments." KJ later added that the documents provide a "baseline" for the consolidated action plan and that staff could note corrections in the plan sent to HUD.
