Moline selects BlueStrike Environmental to develop environmental resiliency plan under $100,000 budget

City staff told the council they selected BlueStrike Environmental to prepare an environmental resiliency plan after reviewing nine proposals and working within a $100,000 budget set by the city.

Dawn Temple, who presented the item, said the project will include an assessment of current environmental conditions, a greenhouse‑gas inventory, transportation and natural resource evaluations, public outreach and measurable, actionable goals. "We received 9 proposals, for the plan. We had a small team that reviewed all the proposals and scored and ranked them," Temple said. "We selected BlueStrike Environmental. They came in just under that hundred thousand dollar mark."

Temple said BlueStrike proposed direct outreach to the council, two public workshops and several surveys; the plan will provide benchmarks, a community toolkit and a reporting dashboard. The timeline presented was roughly one year from kickoff: initial data gathering and inventory, summer public outreach and a draft plan in the fall leading to a final plan the following spring.

Temple told the council the project team will include staff across departments and that the city will consider establishing a sustainability manager to guide implementation: "A next step, I believe, it would be to, establish a sustainability manager position to help guide the implementation."

Council received the update and staff said they would finalize contract details with BlueStrike and bring the executed contract back to the council. No appropriation vote was taken at this presentation.
