City authorizes Army Corps dredging of small-boat harbor; Army Corps to cover $500,000 project, city to host temporary material storage

The Moline City Council voted to authorize the mayor and city clerk to execute agreements allowing the U.S. Army Corps of Engineers, Rock Island District, to perform maintenance dredging of a small-boat harbor on the Mississippi River and to temporarily store dredged material on city property.
City staff said the Corps has budgeted roughly $500,000 for the dredging work, but the city could incur local costs to manage dredged material. Denver Schmidt, director of public works, told council members that landfill disposal estimates he obtained ranged between about $110,000 and $163,000 and that staff proposed using Bridgepoint property to let the material dry and then reuse it as fill where appropriate.
The ordinance authorizes the mayor and city attorney to execute an authorization for entry or construction and an attorney's certificate of real estate availability to support the work. Schmidt said the Corps must complete the work before the end of its budget year in August, and staff hopes to begin as soon as possible to meet that schedule.
Schmidt described containment plans—jersey barriers and confined piles—on city property and said the footprint would be “not gonna be huge,” roughly three to three-and-a-half [units was stated but not specified] and that barriers would be removed in August. He also noted staff are exploring other beneficial reuses for the material once it is accepted onto city property.
Council members voted in favor; the motion passed without further amendment.
The council resolution directs the city attorney to execute required certifications and grants the Corps and its representatives specified access and temporary storage rights. The record notes staff will coordinate landfill or reuse logistics and that any additional local costs were not fully resolved at the meeting.
