City planning staff on May 29 reported on a private application to rezone a roughly 2.17‑acre property south of Sladen Circle from R-1 to R-2 to allow four houses on what had been three lots; staff and the Regional Planning Commission recommended disapproval.
The staff report said the site is in the South Clarksville planning area and is internal to an established R-1 single‑family subdivision. Staff concluded the R-2 classification would reduce minimum lot sizes and not be consistent with the subdivision’s development pattern. The street department also reported that unauthorized land disturbance and stormwater grading had occurred at the site and that a stop‑work order was in place pending proper permits and inspections.
Planning staff described the site and noted historical estimates for an R‑2 rezoning at this location would be six lots, while the applicant proposed creating four. Councilman Holloman expressed a clear position against inserting R‑2 into an established R‑1 area: “Do we think R 2 fits? No. We recommended disapproval for that reason.” The staff packet reiterated that staff recommended disapproval because the request was inconsistent with the adopted Clarksville‑Montgomery County comprehensive plan and the future land‑use map.
