The motion to table Item 201-25 was made by Councilor Marmol and seconded by Councilor Luzon and carried on a roll call vote (Marmol: yes; Rodriguez: yes; Luzon: yes; chair affirmative). Committee members made the same procedural motion to table Item 202-25; that motion also passed on a roll-call vote. Council President Rodriguez announced he would recuse himself from Item 230-25 and the committee tabled that item after the same mover/second (Marmol/Luzon) and recorded the recusal.
The committee chair explained each item was being deferred because subject-matter staff were unavailable and the projects require technical presentation and details for the committee’s review. Recycling coordinator Nelson Silva and Director McCarthy were specifically cited as not present and the committee asked to have them at the next meeting to answer implementation and funding questions.
The tabling votes were taken under the committee’s remote/ hybrid rules; the meeting record shows the motions were made and seconded on the floor and passed on roll-call. No final spending approvals were made for the three items; each remains scheduled for reconsideration when staff can brief the committee.
