She also told the council that, because the area has a history of blight, the site is eligible for tax incremental financing (TIF) and recommended establishing a TIF district “as soon as possible” to attract developers, and that the city should market the site online as an opportunity site consistent with the housing study’s recommendation.
The council did not take action during the meeting; DeGaulier’s request was made during the audience comments segment and was not followed by a formal staff report during the same session.
