Development services staff presented a continued extension request for an assurance agreement tied to the Kings Ranch at Coronado subdivision, located off Highway 92 and Kings Ranch Road.
Paul Esparza of Development Services explained assurance agreements guarantee subdivision improvements before lots are released; the county typically uses third‑party title trusts and requires county engineer and development services director signoff before lot releases. For this subdivision, Esparza said 60 of 303 lots have been released and staff estimate roughly 53% of required improvements are complete. He also noted the board previously approved one prior extension (circa 2018).
Supervisors asked about drainage and erosion control in parts of the subdivision and whether the county’s engineering staff had reviewed recharge basins and storm drainage plans. Esparza said engineering had performed drainage analysis and staff had inspected the site; supervisors cautioned that downstream neighbors—those at the bottom of slope—experience concentrated runoff and asked staff to confirm whether additional storm drain or culvert work would be required before further lot releases.
No final action occurred at the work session; staff said they expect a formal extension request and/or lot‑release paperwork to return to the Board for a future decision.
