City manager: CIP subdivision bids affordable; crews expected to work through summer

City Manager Moore updated the Fond du Lac City Council on May 14, 2025, saying the city can afford the bids received for subdivision work included in the current capital improvement plan.
Moore said the council had allocated $1.5 million in the CIP for the projects and that the bids received are within that allocation, allowing the city to move forward. He described two development sites: one near Fourth Street approaching Highway 151 adjacent to a Mexican restaurant and the Holy Family campus, and a second site reached via East 1 Road toward K, near an Aurora hospital campus where a stub road will be connected to new homes at the edge of a former farm field.
Moore said the projects will create street connections that add to the city’s street network and that construction progress will be visible through the summer. He noted that some nearby roadwork and construction visible to council members (including grading and a stub road on Mustang) are residential developments not funded by the city. He also described that many houses currently under construction are infill on existing streets with existing utilities, while the subdivisions discussed require new streets and utilities.
Council members asked whether the $1.5 million was a reliable gauge for future projects and whether the current market makes it hard to estimate future costs. Moore answered that current activity shows demand but that many of the houses being built now are on preexisting streets; therefore, the conditions for future subdivision projects may differ and it may be “a while yet” before similar city-funded construction is proposed.
