Council votes covered several separate approvals: a permit for Fond du Lac Festivals Inc. to sell fermented malt beverages at Walleye Weekend at Lakeside Park (June 2025 through June 8, 2025); Resolution No. 9,177 allowing possession of alcoholic beverages for Thelma at 51 Sheboygan Street on Thursdays from May 29 through Sept. 4, 2025; Resolution No. 9,178 permitting expanded premises for Thelma for two major street concerts (June 14 and Aug. 8) and associated pop-ups; Resolution No. 9,179 authorizing temporary premise expansion for Thelma for Friday–Sunday pop-up events May–Sept. 2025; Resolution No. 9,180 waiving the prohibition for Big Brothers Big Sisters of Fond du Lac County’s Halloweeny 0.5K on Oct. 31, 2025 (participants 21 and older only); and Resolution No. 9,181 permitting alcohol possession on specified public ways for the Downtown Fond du Lac Partnership night markets on multiple Thursdays in June, July and August.
Motions and voting records recorded on the council floor show each item passed by unanimous vote. Staff and the clerk emphasized the same operational conditions for these approvals: events must follow the approved special-event applications, the designated areas prohibit glass containers and carry-ins, and the Halloween run was limited to participants 21 and older. The council did not attach additional restrictions during the meeting.
The approvals allow event organizers to sell and permit consumption of alcoholic beverages in defined outdoor public areas for the listed dates; enforcement and public-safety oversight remain subject to the city’s usual permitting and operations process.
Resolution/permit introductions and staff recommendations came from City Clerk Hefter; motions were made by council members on the floor as recorded in the meeting minutes, and each vote passed unanimously.
