The Troy Planning Commission on May 28 recommended city council accept the Addison Landing Section 2 final plat, a 14.369-acre subdivision proposing 57 buildable lots in an R-5 single-family residential district.
Planning staff reported lot sizes ranging from 0.149 to 0.417 acres and stated the project includes roughly 1.46 acres of public right-of-way for streets named Addie Circle West, Addie Circle East and Blair Court. The staff report said open space will be maintained by a homeowners association (HOA) and that staff recommends forwarding a positive recommendation to council with three conditions: (1) the construction set be approved and a preconstruction meeting be held before work begins; (2) the cost-sharing amount be agreed and authorized by council before acceptance; and (3) public improvements be completed to the city's satisfaction prior to council consideration or secured by a financial guarantee in accordance with Subdivision Regulations Section 113.08(1)–(4). Staff explained the developer proposes constructing a portion of the subdivision prior to council action, which the subdivision regulations permit under specific conditions.
A motion to approve the recommendation with the stated conditions passed by roll call. The record shows the commission approved the recommendation to forward the final plat and conditions to council for final action.
