The Town of Southborough Conservation Commission on Oct. 11, 2025, voted to issue a stormwater management permit for 48 Main Street. Commissioner Jenna recused herself from the discussion and vote.
Staff reported that no outstanding special conditions remained from prior review. The applicant’s consultant provided a cut-and-fill plan with color-coded legends and square-footage labels to address earlier comments from the town’s reviewer (Fess & O’Neil). Staff said the new plan resolved the outstanding item.
With no members of the public in attendance and no additional discussion requested, the commission voted to issue the stormwater management permit conditioned as previously discussed. Roll-call votes recorded Zalick — yes; Barrington — yes; Upton — yes; Smith — yes. Jenna was recused and did not vote.
Background: the permit was approved following a prior review cycle in which Fess & O’Neil requested a detailed cut-and-fill plan; the applicant provided the revised plan before this meeting. No special additional conditions were raised at the meeting.
