Planning commission recommends council accept Fox Harbor Section 11 final plat

The Troy Planning Commission on May 28 gave a positive recommendation to city council on the Fox Harbor Section 11 final plat, which covers roughly 7.6 acres and proposes 27 developable lots and dedication of about 1.56 acres of public right of way.
Planning staff said the property is zoned R-4 single-family residential, which requires a minimum lot area of 9,000 square feet. Staff reported the proposed lots meet that requirement, with sizes the report described as ranging from 2.207 acres to 0.298 acres. The section will include new streets named Newcastle Drive and Executive Drive; staff said parkland fees will be paid in lieu of parkland dedication as previously approved by the Planning Commission and the Board of Park Commissioners.
Staff recommended the Planning Commission forward a positive recommendation to city council with the condition that escrow agreements be provided and accepted prior to the council hearing. During discussion, Frank Carlo (701 North Market Street) explained that the plan connects the two ends of Executive Drive and that Newcastle Drive will have an additional section to connect back to the rest of Fox Harbor in a future phase. Commissioners asked whether Executive Drive would be fully built out in this section; staff said this section completes the connection for the current plan.
A motion to recommend approval to council passed by roll call. The recommendation sends the final plat, including right-of-way dedication and the staff conditions, to the City Council for final action.
